FlockWorker is governance-to-operations infrastructure for cooperatives, ESOPs, non-profits, and mission-driven organizations. It connects democratic decisions directly to operational workflows — so when your members vote on a policy, the resulting HR changes, payroll adjustments, and operational updates happen in one integrated system rather than across fragmented tools. Seven modules cover surveys, governance, HR, payroll, inventory, accounting, and analytics, all with strict multi-tenant data isolation.

Members can create proposals from reusable templates, discuss them in threaded comments, and cast votes on important decisions — with options for secret ballot voting to protect anonymity. Members can also delegate their vote to a trusted colleague via proxy voting. Elections support both single-choice and ranked choice (instant-runoff) voting methods. The system tracks participation, calculates results based on your bylaws, and maintains a complete history of all democratic decisions with PDF export. Decisions also flow into the rest of FlockWorker: member-voted compensation bands and officer pay flow to Payroll, patronage dividend approvals carry their Subchapter T qualified/non-qualified split through to Payroll and the General Ledger, and governance-gated terminations trigger HR offboarding plus Payroll's guided final-paycheck workflow. Additional tools include meeting agendas with one-click minutes conversion, bylaw version tracking with diff views, bulk document import, structured forms and surveys attachable to proposals, external committee member portals, and implementation tracking with milestones for every passed proposal.

Yes — FlockWorker is a full-stack payroll engine. It runs federal, multi-state, and local income-tax withholding (including PSD codes for Pennsylvania and reciprocal-agreement handling), withholds Additional Medicare Tax (0.9% surtax) above $200K YTD, supports tip credits and tip pool allocation, off-cycle and supplemental runs with a gross-up solver, and 401(k)/403(b)/457(b) retirement plans (traditional and Roth) with employer-match reconciliation. Profit sharing supports equal, hours-based, or equity-weighted formulas, and patronage dividends carry a Subchapter T qualified/non-qualified split that flows to the right W-2 boxes and General Ledger accounts. Every run auto-posts to the GL with two-person approval gates, and the Payroll Complete add-on layers on automated ACH plus direct W-2 e-file to SSA BSO, 1099-NEC/MISC e-file via Tax1099, and Form 8027 e-file. Year-end produces W-2s, W-2c corrections, and readiness diagnostics so issues surface before filing deadlines.

Security is our priority. All data is encrypted with AES-256 at rest and TLS 1.3 in transit. Authentication is handled via EconChangers SSO with multi-factor authentication support. We enforce granular role-based access controls, nonce-based Content Security Policy headers, CSRF origin validation, strict tenant data isolation, and parameterized queries to prevent injection attacks. File uploads are validated with magic-byte content checks, and sensitive downloads use HMAC-signed time-limited tokens.
